Glamsterdam locks scope at ten EIPs, moves toward public testnets

Glamsterdam has locked its scope at ten EIPs and moved through its final devnet phase into public-testnet preparation, with core developers framing it as the largest protocol change since the Merge. The dedicated Platåberget public testnet went live on August 17 and forked to Glamsterdam on August 20; on the same day's developer call, Sepolia was provisionally scheduled for September 28 and Hoodi for October 26, with mainnet targeted for Q4 2026. Developers are explicit that getting the headline change right outranks any date. For institutions this is an operational event, not a rewards event: reward rates do not change, but consensus and execution clients must both be updated before activation, and the Sepolia and Hoodi activations are the signal that mainnet is close. The bundle also ships a simplified exit-queue reform (EIP-8061), returning large staked positions to liquid ETH faster, plus three targeted gas repricings; teams operating onchain applications should benchmark contracts on a Glamsterdam testnet before activation.

Glamsterdam's two headliners: ePBS and block-level access lists

Glamsterdam's consensus-layer headliner, EIP-7732 (enshrined proposer-builder separation, or ePBS), moves block building into the protocol itself and adds a new validator duty, the Payload Timeliness Committee. MEV-Boost keeps working through the transition, though how priority fees flow to validators afterward is still an open question. Blockdaemon is preparing its validator infrastructure for the new duty and testing on the Glamsterdam public testnets. The execution-layer headliner, EIP-7928 (block-level access lists), lets nodes validate blocks in parallel. That lowers the cost of running a node and opens the path to raising the gas limit from around 60 million toward a 200 million design target: materially more L1 capacity over time, with no action required from stakers. Longer term, watch the execution-income slice of staking rewards, since ePBS reshapes the MEV pipeline that feeds it.

Issuance-burn debate stays in draft; Hegotá scoping is next

EIP-8363 (“Tapered Issuance Burn”) is unchanged since early August: still a draft, not proposed for inclusion in Hegotá, with a standing core-developer recommendation to consider withdrawal and no client team committed to implementing it. The next realistic window for any revived issuance-reform proposal is Hegotá, the upgrade after Glamsterdam, expected in 2027 with FOCIL (EIP-7805, censorship-resistance via forced inclusion lists) positioned as a headliner. Hegotá scoping calls begin this autumn, potentially from October. No change to rewards and none imminent, but the direction of the debate is clear: stress-testing reward models against a materially lower issuance curve remains prudent, particularly with staking above a third of supply.
